As indicated in the pattern on page 3 and 4.

The pattern makes the slipped stitch rows denser than the stockinette stitch rows. Measure your stitch gauge over stockinette, and measure your row gauge over the full pattern (both stockinette and slipped stitch rows). Row gauge is less critical, but if your numbers vary significantly, you may be using yarn that is too light or too heavy for the project.
